Description:
The Human Resource Coordinator serves as a resource and information agent for all classified personnel in the district. He/she is responsible for ensuring that all classified personnel have, acquire or maintain appropriate certification, if necessary, and meet all legal requirements for employment in the school district. The Human Resource Coordinator interacts with classified staff and other entities regarding personnel matters. In addition, he/she is knowledgeable about employee benefits and the various laws and regulations which apply to them. The HR Coordinator will also have outstanding communication skills in order to educate employees about their benefits.
Qualifications:
- Associate Arts Degree or higher is preferred.
- High School Diploma or equivalent is required
- Valid Fingerprint Clearance Card
- Prior experience in school or district office is preferred
- Experience in human resources management including federal, state and district policies and regulations governing personnel and employment
- Must have extensive knowledge of technology including computers (Word, Excel, Access, Aesop), copiers, fax machines and other applicable office equipment
- Must type 40 words per minute with accuracy
- Knowledge of health insurance coverage plans and other employee benefits is desired
- Strong organizational and office abilities
- Strong communication and interpersonal skills in dealing with administration, staff and other personnel
- English language including reading, writing and oral communication with extensive skills in spelling, punctuation and grammar (test required)
- Knowledge of Spanish including reading, writing and oral communication is desirable
- Knowledge of arithmetic and basic mathematic procedures
- Must be an energetic, highly ethical and possess good emotional and physical health
Ability to:

- Work independently and deal with several assignments concurrently
- Work with detail while maintaining a high degree of accuracy
- Comprehend and perform functions from written and oral instructions
- Identify sensitive issues and immediately inform Assistant Superintendent of any adverse situation(s)
- Maintain strict confidentiality and use discretion when dealing with personnel information
- Resolve issues when applicable and direct problems to the appropriate area(s) if necessary
- Organize and maintain various types of filing systems

Essential Duties and Responsibilities:
- Maintain employment data on the Human Resources websites providing information regarding Human Resources services and procedures
- Post job vacancies on the district website in a timely manner
- Assist with recruiting and assigning paraprofessionals and other district personnel
- Post job vacancies and places advertising in a timely manner
- Call and arrange substitute teachers when necessary using Guest Teacher Caller
- Interview applicants, check references, and make recommendations to the superintendent for all personnel actions
- Oversee Parapro testing for non-certificated candidates
- Fingerprint new employees and volunteers
- Establish and maintain employee handbook for support personnel
- Ensure that all employees receive applicable training for respective positions
- Maintain and update job descriptions
- Assume responsibility for routine duties of the personnel services office, including approving absence certificates for staff members, providing necessary equipment and supplies for the division office, and providing adequate inventories of property
- Ensure that all non-certified employees are evaluated according to district policy
- Serve as a member of the district safety committee
- Assist supervisors with due process evaluations of staff and termination proceedings as needed
- Confer with principals to determine needs for non-certified positions
- Certify eligibility of employees for the district health insurance coverage plan and employee benefits
- Coordinate and supervise induction of new employees
- Assist with the development of the board agenda and agenda kit
- Attend board meetings as requested
- Prepare and submit administrative reports as required or requested
- Attend regular meetings of the superintendent’s staff and services actively to improve communication, cooperation and planning
- File required reports with federal and state education agencies
- Implement board policies
- Plan, develop and revise personnel management policies in accordance with state legislation for submission to the board for adoption
- Implements court orders
- Represent the school district at professional meetings and conferences
- Respond to questionnaires, surveys and correspondence from research or professional organizations requesting information on the district’s personnel program, and to requests of district personnel on matters not clearly covered by regulation, policy or legislation
- Serve as advisor to staff members
- Set job performance standards and guidelines
- Administer the wage and salary programs
- Determine employees’ placement on appropriate wage scale
- Process classified employee paperwork for payroll purposes
- Assist with the planning and completion of all materials for events such as Welcome Back, Benefits Fair, United Way Campaign, etc.
- Sort and file non-certified employee evaluations in personnel files
- Participate in the District Insurance Committee
- Attend district administrative meetings
- Prepare FMLA: document submittal and coordination of benefits
- Participate in district sponsored professional development workshops/inservices, attend on-going training classes and meetings as directed, and read professional journals and publications, etc. for continued professional development
- Maintain strict confidentiality and use appropriate discretion when working with all district personnel records and/or information
- Support and follow the rules, regulations and policies set by the School Board and the District
- Perform all other duties as assigned by the Governing School Board, the Assistant Superintendent for Business Services or his/her designee
